Carol Ann Siciliano
Carol Ann Siciliano is the Associate General Counsel of the Cross-Cutting Issues Law Office, within the Office of General Counsel of the U.S. Environmental Protection Agency. She oversees three practice groups, one of which focuses on the Administrative Procedure Act and other legal issues associated with informal rulemaking. Siciliano also directs attorneys with expertise in international environmental law, the Endangered Species Act, NEPA, environmental justice and Indian Law.
Siciliano is also co-chair of the American Bar Association’s Administrative Law Section 2012 Fall Conference. A member of the Senior Executive Service, Siciliano began her EPA career in the Office of General Counsel’s Water Law Office. Siciliano clerked for the Honorable Charles L. Brieant of the U.S. District Court for the Southern District of New York and later was an associate with Latham & Watkins. She obtained her JD from Fordham Law School and her undergraduate degree from Princeton University.
