Philip J. Harter

Philip J. Harter is a Scholar in Residence at Vermont Law School and a former Professor Emeritus of Law at the University of Missouri. His research provided the basis for negotiated rulemaking and has served as the foundation for the subsequent practice. Harter was a principal draftsman of the Negotiated Rule­making Act and of the Administrative Dispute Resolution Act.

Harter served as Chair of the Section of Administrative Law and Regulatory Practice of the American Bar Association and Co-chair of its Task Force on Regulatory Reform.
