Philip J. Harter

Philip J. Harter is a Scholar in Residence at Vermont Law School and a former Professor Emeritus of Law at the University of Missouri. His research provided the basis for negotiated rulemaking and has served as the foundation for the subsequent practice. Harter was a principal draftsman of the Negotiated RuleĀmaking Act and of the Administrative Dispute Resolution Act.
Harter served as Chair of the Section of Administrative Law and Regulatory Practice of the American Bar Association and Co-chair of its Task Force on Regulatory Reform.
