The Administrative Conference of the United States held its 64th Plenary Session on December 4, 2015. The Assembly adopted three recommendations:

1. Technical Assistance by Federal Agencies in the Legislative Process offers proposals for providing technical assistance to Congress in statutory drafting. (acus.gov/2015-2).  

2. Declaratory Orders identifies contexts in which agencies should consider the use of declaratory orders in administrative adjudications. (acus.gov/2015-3).

3. Federal Licensing and Permitting explores potential reforms to the federal licensing and permitting regime and highlight promising innovations, with an eye towards minimizing the compliance burden while maintaining required regulatory protections. (acus.gov/2015-4).
