Building a Public-Private Partnership Dedicated to Improving Government
Administrative Conference of the United States Announces Senior Fellows

Washington, D.C., October 4, 2010 – The Administrative Conference of the United States (ACUS) today announced the appointment of 18 Senior Fellows.  These include six former ACUS Chairmen and 12 others with substantial prior service as ACUS government or public members.

“There is much wisdom about government in this group and they are indeed our institutional memory,” said current Chairman, Paul R. Verkuil, himself a former Senior Fellow.  “I am proud of their willingness to continue to serve the Conference and I know we will benefit greatly from their continued advice and counsel.”

In order to serve as a Senior Fellow, an individual must either have been a former Chairman of the Conference or had previously served the maximum three terms as ACUS member.  Among this distinguished group is Antonin Scalia, Associate Justice of the United States Supreme Court, who is a former Chairman of the Administrative Conference.

In addition to these Senior Fellows, joining the Conference as Special Counsel is Jeffrey Lubbers.  Mr. Lubbers, an administrative law professor at American University’s Washington College of Law, served as the Conference’s research director from 1982 to 1995.

Together with the Conference membership, these experts will address myriad issues related to the federal administrative and regulatory landscape.  These include the Administration’s transparency and openness initiatives, which provide opportunities for data collection and dissemination that can reduce costs and involve the public in the creation of regulatory solutions.

The Conference is committed to data-driven solutions and the use of objective measures of agency performance and is charged with improving the use of science in agency decision-making.  Some studies recently initiated by the Conference include the use of electronic interactive comments in rulemaking, application of government ethics standards to contractors, review of procedures for preemption of state law employed by federal agencies, modernizing the Federal Advisory Committee Act, and expanding methods of collaborative governance such as alternative dispute resolution and negotiated rulemaking.
