More and more of the federal government's work is now being done by federal contractors, rather than by federal employees, but contractors' employees are subject to much less ethics regulation than government employees. 

This recommendation, adopted on June 17, suggests that the FAR Council (which oversees the Federal Acquisition Regulation) take steps toward assuring that federal contractor employees maintain high ethical standards, especially in the areas of personal conflicts of interest and disclosure of non-public information.

Dan Gordon, Administrator of OMB’s Office of Federal Procurement Policy (OFPP), attended the 54^th Plenary Session and welcomed ACUS’ “shining a light on this sensitive area.”

The Administrative Conference’s Committee on Administration and Management conducted research and outreach with government entities and interest groups that included the Defense Industry Initiative, the ABA Section of Public Contract Law, Professional Services Council and the Procurement Roundtable.

The final recommendation will be posted on the ACUS website as soon as possible.
