Final Report on Section 1500

This is the final version of the Section 1500 Report, as provided to the Assembly in advance of its adoption of Recommendation 2012-6, Reform of U.S.C. Section 1500.  An updated version of Appendix A, containing data not available during the recommendation process, is available here.
