The Administrative Conference of the United States mourns the passing of Abner Mikva. While serving on the United States Court of Appeals for the District of Columbia Circuit, Judge Mikva was a much-valued participant in several colloquia and other programs sponsored by the Conference. Among the topics he addressed were the legislative veto, the role of legislative history in judicial interpretation, and relations between Congress and the Supreme Court in civil rights cases. Judge Mikva was an especially engaging speaker and colleague, often punctuating his remarks with anecdotes from his varied career as both a judge and member of Congress.
