Its membership is composed of senior federal officials, scholars, lawyers, and other experts. The 101 voting members of the Conference (40 Public Members, 50 Government Members, 10 Presidentially-appointed Council Members, and a Senate-confirmed Chairman) comprise the Assembly, which is a federal advisory committee.
