Federal Agency Collaboration with State, Local, Tribal, and Territorial Governments

Many federal laws include provisions that require partnerships between federal agencies and state, local, tribal, and territorial governments (SLTGs). Agencies have continued to expand upon these statutorily mandated partnerships resulting in potential complexities and challenges for policy implementation, federal administration accountability, and coordination between multiple government units. This project will examine agency approaches to collaboration with SLTGs. Among other topics, it will explore the prevalence of public-public partnerships; the laws and policies that govern and shape these partnerships; the frequency and scale of federal collaboration with SLTGs; practical considerations that policymakers consider in structuring, implementing, and maintaining such partnerships; and public availability of the policies and other information about these partnerships.
